Fined for speeding when her car was being transported by an Andorran car-carrier

The Servei Català de Transit (Catalan Transit Service) has fined a woman for speeding. The curious part of the story is that the fine is for a time when her car was being transported by an Andorran car-carrier after breaking down during her holidays in the Principality.
The fine showing a photo where it is clear that her car is on a car-carrier specifies that she was going at 83 Km/h on the 9th of September along the N-420a, where the speed limit is 70. The woman is due to pay 100€.
