The French National Assembly ratifies the Double Tax Agreement with Andorra

The French National Assembly ratified the Double Tax Agreement between France and Andorra this past Tuesday afternoon. With this last step, the DTA between the two countries can come into force and in charge of communicating the date for this is the Foreign Affairs Ministry. The approval took place after the Senate returned the text to the Assembly, as a consequence of the votes against by the UMP, who are opposed to the clause which expects the French to pay tax in France even if they are not residents there, in the case that such a tax be approved in the future.

In this sense, the agreement has not been modified, and in Tuesday’s debate, the UMP showed its concern that there is a possibility that in the future, French will be taxed abroad purely due to the fact of being French nationals.

The Andorran and French governments signed the DTA in 2012, following this the text made it through all the parliamentary procedures of both countries, culminating in the National Assembly this past Tuesday. The DTA will enable companies and individuals from either country to not be taxed when they conduct their activities in the other country.
